For the second succeeding year, a Training Workshop was held for Instructional Managers, Facilitators and Aralang Lingap sa San Luis implementers through the initiative of our very energetic and supportive mayor Hon. Annabelle C. Tangson in coordination with the Department of Education, ALS Division, Region 3 and San Luis District. Held at Brentwood Apartelle, Baguio last May 21-23, 2009, the said training aims to motivate and improve the methods of teaching of instructional managers of Aralang Lingap sa San Luis (ALS).

The participants of the said training were mostly municipal department heads and employees who are graduates of a Bachelors degree. Trainors include Mr. Reynaldo F. Licay (ALS Regional Coordinator – Region 3), Mrs. Consolacion R. Mercado (San Luis District Supervisor), Mrs. Ayleen Salazar (ALS Mobile Teacher), Mr. Rodelio Ruiz (ALS Mobile Teacher – Baler) and Mr. Michael Bernardo (District ALS Coordinator) with the active participation of Mayor Annabelle C. Tangson. The Strategic Plan for Aralang Lingap sa San Luis SY 2009 – 2010 is one of the event’s important output.

Last May 8, 2009, the 1st Commencement Exercise of Aralang Lingap sa San Luis (ALS) through the initiative of Honorable Mayor Annabelle C. Tangson in coordination with Department of Education was held at the Municipal Plaza, San Luis, Aurora. A total of 61 passers, 45 from the LGU and 16 from the DepEd were given certificates and all are entitled to a scholarship grant given by Mayor Tangson. Mr. Reynaldo F. Licay, Regional Supervisor ALS Division Region 3 was the Guest Speaker for the said event.

As part of the continuing partnership of the Department of Education and the Local Government of San Luis, Aralang Lingap sa San Luis (ALS) Divisional Advocacy and Social Mobilization was held last January 28, 2009 at the Municipal Annex Building, San Luis, Aurora. Mr. Gilbert F. Bayudang, ES 1- ALS served as the main speaker on the said event attended by barangay captains, Sangguniang Kabataan Chairman, and school heads from 18 barangays of the municipality.

The Municipality of San Luis headed by the Municipal Mayor Annabelle C. Tangson supports the Alternative Learning System Program which provides Out-of-School Youth as well as parents, a chance to finish elementary and high school level. Last year, the LGU of San Luis held ALS classes in 8 barangays, in which trained municipal employees served as instruction managers.

Also present during the said event are Schools Division Superintendent Dr. Gereno R. Antonio, Mayor Annabelle C. Tangson, Vice Mayor Teddy A. Macatiag, Sangguniang Bayan Member Francisco Maliwanag, and District Supervisor Consolacion R. Mercado.

Dr. Felipe DC. Canoza, Chief-Alternative Learning System (ALS) Division, Department of Education Region 3 is guest speaker at the 1st Commencement Exercises of Alternative Learning System-San Luis, San Luis, Aurora at San Luis Sports Complex. 116 learners graduated from eight cluster barangays who are high school drop-outs, mothers and some barangay kagawad who wish to pursue their career paths.

The Local Government of San Luis through the leadership of Mayor Annabelle C. Tangson initiated this ALS program. The classes started last May 5, 2008 and ended October 15, 2008.

There are 39 LGU-staff including heads of offices trained by the Department of Education Region 3 as Instructional Managers (IMs). Likewise, school supplies like notebooks, ballpens and envelopes were provided free to the learners.

As one of the LGUs mandate towards better education, Mayor Tangson, promised during her inspirational talk that all of the graduates who passed the Accreditation and Equivalency Test (A&E) conducted by DepEd would be included in the Scholarship Program of the municipality.
