Isa sa mga programang maipagmamalaki sa bayan ng San Luis ang pagbibigay ng sapat at tamang edukasyon (Scholarship Program) sa mga kabataang mula sa mahihirap na pamilya at nais makapagtapos ng pag-aaral. Ito ay sa pangunguna ng ating pinagpipitaganang punong bayan Kgg. Annabelle C. Tangson na kung saan isang daan at tatlumput anim (136) na mga mag aaral ng kolehiyo mula sa labing walong barangay sa bayan ng San Luis ang nabibiyayaan ng allowance at libreng matrikula para sa kanilang buong taong pampaaralan. Noong ika-31 ng Enero, 2011 ibinahagi ng ating kagalang-galang na punong bayan kaakibat sina Bb. Lourdes Felix – LGU Scholar Coordinator at designated PESO Manager, G. Lino Reguyal – Disbursing Officer, Kgg. Norminda Querijero at Kgg. Corazon Teh, mga myembro ng Sangguniang Bayan ang allowance para sa mga iskolar ng bayan na nagkakahalaga ng dalawang libo at limang daang piso (2,500.00) bawat isa para sa isang semestreng pampaaralan. Ang mga nasabing mga iskolar ay mga mag aaral ng Aurora State College of Technology, Mount Carmel College at Wesleyan University Phils, Maria Aurora. Ang programang ito ay naglalayong mabigyan ng maayos at magandang kinabukasan ang mga kabataan sa bayan ng San Luis at maitaguyod ang lahat para sa isang matagumpay at masaganang bukas.

The 50 Outstanding Citizens of San Luis last 2009 and Outstanding Employees of the Municipality of San Luis last August 2010, the Task Force Golden Jubilee headed by their chairman Mrs. Veneranda Marzan and through the initiative and effort of our Hon. Annabelle C. Tangson the Outstanding teacher was finally awarded last Nov. 04, 2010 at the San Luis Sports Complex in celebration of Worlds Teacher’s Day. Fifteen (15) Elementary Schools and four (4) Secondary School teachers participated in the said celebration. The program was started through a thanksgiving mass with Rev. Father Noel Valencia and Rev. Pastor Robert Dadero did the opening prayer before enjoying the lunch prepared by the LGU- San Luis. Choral Group Contest, Fun Games and the highlight of the program which is the Awarding of Outstanding Teacher’s of the year 2010 were the line-up of activities for the whole day celebration. Mrs. Rossana P. Querijero (Social Studies District Supervisor), Mrs. Florfina K. Galvan and Mr. Ariel Ramos were the board of judges in the Choral Contest. The Selection Committee of the Task Force organized the program headed by Mrs. Veneranda Marzan as Chairman, Mrs. Rebecca Dizon, Mr. Rostelito Bautista, Mr. Ruel Quiap and Mrs. Luz Laureles as members and Ms. Consolacion Mercado, our District Supervisor served as the coordinator, facilitated the program successfully. Mayor Annabelle C. Tangson together with Vice Mayor Teddy Macatiag, Hon Francisco Maliwanag (SB Committee on Education 2009) and Hon. Alberto Amazona Jr. (SB Committee on Education 2010) were also present during the celebration.
