The Central Luzon Growth Corridor Foundation, Inc. (CLGCFI) recognized the Municipality of San Luis as the 1st Place in 1st and 2nd Class Municipality Category for the excellent implementation of its documented streamlined procedures on the issuance of Mayor’s permit for the year 2009 through the BOSS (Business One Stop Shop) program which is nationwide activity of all municipalities. The awarding was done last June 28, 2010 at Holiday Inn Hotel, Clark Freeport Zone, Philippines. This innovation provides simple, effective, transparent and fast delivery of services to investors and business applicants. Such initiative makes business transactions with San Luis LGU more customer-friendly thus elevating the level of competitiveness of Central Luzon as an investment destination.

BOSS in the municipality of San Luis was organized through their appointed coordinator Ms. Charito Chavez together with the staff from Municipal Engineering Office, Municipal Health Office, and Municipal Treasurer’s Office, Mayor’s Office, Bureau of Fire & PNP San Luis, and all concern offices regarding business transactions.

Last June 25, 2010, the Vice-President for Philhealth of Region III, Mr. Rodolfo M. Balog together with Ms. Lolita V. Tuliao, CESO V Branch Manager, Mr. Placido L. Millari Jr, Chief Social Insurance Officer Service Office- Aurora and Ms. Pricilla D. Bermudo, Social Insurance Officer III Service Office- Aurora visited San Luis, Aurora to personally award the Capitation Fund of 2009 to Mayor Annabelle C. Tangson as proof of the continuous success of the program for the benefit of the people of San Luis. Dra. Ma. Pura V. Uy, the Municipal Health Officer and Mrs. Arsenia P. Querijero, Philhealth Coordinator of San Luis were also present during the event.

For the benefit of the people of Barangay San Isidro and neighboring barangays through the initiative of Hon. Mayor Annabelle C. Tangson the creation of National High School in the Barangay was formally declared. The classes started last Monday, June 21, 2010 at Barangay San Isidro Hall with total enrollees of 35 first year students.

Last June 22, 2010, Mayor Annabelle C. Tangson together with Mrs. Hiyasmin S. Mendoza, Municipal Social Welfare and Development Officer and the Sangguniang Barangay of San Isidro headed by Brgy. Captain Ritchel Caballes surprisingly visited the class and the teacher detailed Ms. Brigida Macatiag. Honorable Mayor announced that all the students will automatically scholars of the LGU- San Luis for the entire school year.

In preparation for the opening of classes, the Division Office conducts the Brigada Eskwela last June 1-4, 2010. This program was implemented to support the Adopt-A-School Program of Dep-Ed in the Division of Aurora. It is an annual program leaded by the School Administrators, teachers, parents and other stakeholders that aim to conduct repair and improvement of facilities and also to accommodate the enrollees for this school year 2010-2011.

During the motorcade last June 02, 2010 in support for the program of Brigada Eskwela 2010, the LGU-San Luis headed by Mayor Annabelle C. Tangson and Vice Mayor Teddy A. Macatiag are also present. Some other participants are the implementer of the program from the Division Office, Dr. Gereno R. Antonio- Schools Division Superintendent and Ms. Rhoda T. Razon, CEO IV –Assistant Schools Division Superintendent, Elementary and Secondary School Principals, District Supervisors, Education Program Supervisors and parents.

For the continuing success and progress of the Municipality of San Luis, last June 15-17, 2010 at Brentwood Hotel, Baguio City the Seminar-Workshop was held entitled “ Towards A Community Based Development And Progress: Finalization of the Medium Term Development Plan of the Municipality of San Luis, Aurora”.

Representatives from different offices of Local Government of San Luis and Barangay officials from different Barangays are participated. This seminar was implemented by the LGU- San Luis and conducted by the Local Government Academy headed by their Executive Director Ms. Marivel C. Sacendoncillo.

Mayor Tangson together with the Sangguniang Bayan Members led a delegation to Brgy. Ditekilast February 23, 2010 which started the series of barangay visitations.

The delegation visited the barangays of Diteki, Ditumabo, San Isidro, Bacong, San Jose, Zarah and L.Pimentel. After the neighboring barangays they stayed for 5 days in the coastal barangays of Dimanayat, Dikapinisan, Dibayabay, Dibut and their respective sitios. After the coastal barangays, they went to barangay of Real, Dibalo and Nonong Sr. for final visitation.

Services’ being given during the visitation includes medical and dental, free eye check-up, civil registration, farm inputs distribution, awarding of various livelihood assistance and other services.

Consultation meetings were also held during the barangay visitation which becomes a venue to discuss different issues concerning their respective barangay. During the meeting, different departments of the municipality discuss their current programs and projects. Special meetings for some organizations such as farmers and elderly association were held.

The delegation during the barangay visit also includes our consultant optometrist Dra. Corazon Teh and dentist Dr. Vic Hernandez.

With the leadership of Mayor Annabelle C. Tangson, the hardwork of all department heads and municipal employees and the active participation of all barangays, this year’s barangay visitation is a very successful and fruitful one.

The Women’s Month Celebration in the Municipality of San Luis was held last Thursday March 25, 2010 in Barangay 2 Poblacion Covered Court with a theme “Babae Tagumpay ka ng Bayan”. One of the highlights of the celebration is the “Gng. San Luis 2010”which was won by Mrs. Cecilia J. Valenzuela of Barangay Zarah. The Induction of Officers of different organizations such as RIC, 4-H Club, SEA-K, Tricycle Association, Farmers Association, San Luis Aurora Dairy Buffalo Cooperative, Vegetable Producers, San Luis Cooperative (VPSLACo), Hacienda Pineapple Growers Association (HPG) and San Luis Aurora Organic Vegetable Producer (SLAOUP) was held.

The Municipality of San Luis held its series of Barangay Strategic Development Planning Workshop which is designed to accomplish the 5-Year Barangay Development Plan of all barangays. It was attended by the barangay officials, health workers, day care workers, purok leaders, school heads, agriculture technicians, and non-government organization members in their barangays.

To make the Barangay Strategic Development Planning Workshop easier, the 18 barangays were divided into 5 clusters. Cluster I workshop consisting of Ditumabo, Diteki, and Nonong Sr. was held at Ditumabo Covered Court last January 26, 2010. It was followed by Cluster II workshop consisting of San Isidro, Bacong, San Jose and Zarah was held at San Isidro Covered Court last January 27, 2010. Then, Cluster III workshop consisting of Barangay 01, 02, 03 and 04 was held at San Luis Covered Court, Brgy. 02 last January 28, 2010. Next, Cluster IV workshop consisting of Real, L. Pimentel and Dibalo was held at L. Pimentel Barangay Hall last February 3, 2010. Finally, the Cluster V workshop consisting of the 4 coastal barangays was held last February 12-15, 2010.

The 1-day activity is designed to enhance the competencies of various stakeholders in the planning process and eventually make plans towards social and economic development in the local government. Facilitators of the workshop include MHO Dra. Maria Pura V. Uy, Municipal Agriculturist Ma. Paz S. Leander, Engr. Benjamin V. Biascan, Mr. Edgardo Dukha, Pastor Robert Dadero and Mayor Annabelle C. Tangson who discussed the importance of Strategic Planning.

During the workshops, the participants has identified the local issues that needs to be addressed, opportunities to be pursued as well as the priority development initiatives necessary in defining the strategic blueprint for the locality.

The Barangay Strategic Development Planning Workshop was organized by the Municipal Planning and Development Office through the initiative of Mayor Annabelle C. Tangson with the support of Barangay and government officials.

Another 150 families coming from Barangay Dibut, Diteki, Ditumabo and Real were given food assistance last December 4, 2009 sponsored by the joint efforts of World Food Programme, Department of Social Welfare and Development (DSWD), and Community and Family Services International (CFSI). The food commodities include 25 kilos rice, 5 pieces big sardines and 2 kilos high energy biscuits for each family.

Miss Corazon Virrey, SWADT Coordinator of Aurora Province witnessed the activity as representative of DSWD Region 3. The said assistance was made possible thru the efforts of our energetic and ever supportive Mayor Annabelle C. Tangson and assisted by the Municipal Social Welfare and Development Office of San Luis, Aurora.

A total of 12 SEA-Kaunlaran Association with 185 members from the 7 barangay of Diteki, Ditumabo, Nonong Sr., Real, L. Pimentel, San Isidro and Zarah received their “Cash for Work” incentives last December 7-8,2009 involving a total amount of P300,000.00. The said program motivates the women thru SEA-K Associations to participate actively in the cleanliness and beautification efforts in their community by scheduling a one day per week in cleaning and planting flowers along their Barangay roads.

Such program was conceptualized by our very supportive Mayor Annabelle C. Tangson as her positive response for the efforts and the capabilities of the woman of San Luis in taking the leads towards a more participative and mobilized citizenry. The Municipal Social Welfare and Development Office headed by Mrs. Hiyasmin S. Mendoza is the local agency organizing the SEA-K Associations of San Luis.
