The Plaque of Recognitions were received by Mayor Annabelle C. Tangson and awarded by Regional Director Florida M. Dijan (DILG), Regional Director Blesila A. Lantayona (DTI) and CLGCFI President Bellaflor J. Angara-Castillo.

The Recognition of Outstanding Central Luzon LGUs Implementing the Streamlining Program in the Issuance of Mayor’s Permit by the Central Luzon Growth Corridor Foundation, Inc. (CLGCFI) is being held annually to give recognition to all Local Government Unit of Region 3 who has outstanding achievement on their Issuance of Mayor’s Permit.

Also present during the awarding are employees from the Business Permit and Licensing Team of the Municipality of San Luis.

Father Israel Gabriel officiated the blessing of the Center. Present were Ms. Risa Hontiveros, Mayor Annabelle C. Tangson, Vice-Mayor Teddy A. Macatiag and the Sangguniang Bayan Members, MHO staff, barangay officials and health workers.

The Center for Women’s Wellness is one – room area within the Rural Health Unit wherein services such as Pap smear, Acetic wash, and counseling on women and reproductive health can be availed. Thru the initiative of Mayor Annabelle C. Tangson and funded by AKBAYAN, this project aims to ensure effective delivery of adequate, accessible and affordable quality of women health care.

According to Ms. Risa Hontiveros, AKBAYAN Partylist Spokesperson and the guest speaker of the affair, giving emphasis on women’s health would mean improved quality of life and marked reduction of diseases and deaths among women.

Mayor Annabelle C. Tangson has expressed her gratitude for the support and financial assistance granted to the municipality by AKBAYAN. She made a call on every woman that women’s health cannot only be achieved by provision of health services but upliftment of one’s socio-economic status in the society will likewise lead to an empowered and healthy female population.

The first pay-out of the conditional cash grant covering the months of January and February was made last March 21, 22 and 23, 2012. A total of 1,026 beneficiaries from all the 18 barangays of San Luis received a maximum amount of 2,800 each. For the 2-month period a total of 2,297,000.00 was released in the municipality thru the LandBank, Baler Branch.

Mayor Annabelle C. Tangson requested the LandBank Manager Aurelio C. Bagaoisan to conduct the pay-out in San Luis to avoid overcrowding of clients at the LandBank Office in Baler and likewise to minimize the transportation expenses of the beneficiaries. The DSWD Region 3 Finance Officer Mr. Ador Mateo with their bookkeeper assisted Mr. Jess Teh in the validation of the beneficiaries for the said pay-out activity.

Before the formal drill took place, a short program was conducted wherein Mayor Annabelle C. Tangson the chairman of the MDRRMC mentioned that said activity will heighten public awareness and will improve community preparedness and mitigation, thus saving more lives and lessening the impact of disasters.

This was followed by a lecture on the drill by the PNP and BFP.

1. A one minute sirens means that a strong earthquake is ongoing. During that time, all employees are to perform the “Duck, Cover and Hold” stay put until the shaking (Siren Sound) stops.

2. As soon as the shaking stops, participants can now briskly get out of their houses/offices and move to identified evacuation area.

3. The head of office/designated person must ensure that all members are accounted for.

4. If your community is near the coast, immediately go to higher grounds as soon as the shaking stops, if on the mountainous area go to low lying or safer grounds.

The municipal officials and employees were advised to hold on to their positions after the step 1 for evaluation purpose. The actual drill immediately followed.

Important tips were also given by Mayor Tangson and the facilitators.

Eighteen Barangays in Municipality of San

The CBMS is a national tool adopted by the Department of Interior and Local Government (DILG) to collect information and in determining the extent of poverty from the barangay level to aid concerned agencies in formulating the policies and programs.

It is a software package for the collection and storing a wide array of up-to-date information generated from a survey presented in the form of digitized maps or tabular form for use of government entities, non-government organizations, and civil society for planning, program implementation, and monitoring towards a more improved governance with greater transparency and accountability in resource allocation.

Current applications and uses of CBMS are in local planning and budgeting, design of poverty reduction and related development programs, focused targeting, localizing the millennium development goals, and program-impact assessment.

Selected 60 LGU Employees as Enumerators will then have to undergo training on the remaining three modules, namely: Data Encoding and Map Digitizing, Data Processing and Analysis, and in Planning.

The said 60 enumerators are expected to ably operate the system to competently encode the data generated from the house profile which was a result from the first module.

According to Hon. Annabelle C. Tangson, Municipal Mayor of San Luis, they have problems in getting base-line data reports from the barangay level since most of them do not have the needed records and information.

With the establishment of the CBMS standardizing barangay baseline data, government agencies will have a more specific and detailed information to aid them in determining the appropriate services for a particular group or identified individuals thus making government programs more effective and responsive, she explained.

A standard data she said, “will not only help in determining the formulation of appropriate policies but would also enhance the evaluation, monitoring system, and reporting, thus providing a more accurate impact assessment of government endeavors and improve governance,” she added.

The training was conducted with technical assistance from DILG-Central Luzon regional office headed by Director Florida M. Dijan.
